The
location of Azerbaijan in geopolitically important region, on the
crossroads of competing interests of great powers, has predetermined its
foreign policy priorities. Baku is pursuing balanced policy with leading
global and regional actors, seeking to join their interests by
large-scale projects and is consistently expanding the geography of
bilateral cooperation - Azerbaijan has already established 74 foreign
diplomatic representations. As a result, on 26th of May 2011 by votes of
118 countries Azerbaijan has become permanent member of the Non-Aligned
Movement. Six months later, on 24th of October 2011, Azerbaijan has
become non-permanent member of the UN Security Council for years
2012-2013, being supported by 155 UN country-members.
These facts testify to growing role of Azerbaijan in the
region and in the international relations. For its almost
three-thousand-years history Azerbaijan has been an area for peaceful
coexistence of various religions, cultures and nations. Continuing this
deep-rooted tradition, our country consistently promotes inter-religious
and cross-cultural dialogue aiming at strengthening peace and
cooperation among different countries and people. On October 4-5 Baku
will host the 2nd International Humanitarian Forum, and we are looking
forward to a large delegation from Greece to participate in the Forum-s
activities.
Unique positioning of Azerbaijan at the intersection of
transport corridors East-West and North-South, its
independent, balanced and stable foreign policy in combination with rich
mineral resources are becoming growing factor in historic rapprochement
and cooperation among Europe, Caucasus and Central Asia. Azerbaijan
today, as many centuries before in the era of the Great Silk Road,
unites countries and continents. But this time by more ambitious
projects.
In particular, future deliveries of Azerbaijani gas to
Europe will become the most important factor of
strengthening energy security of European countries. Both geopolitical
and economic consequences of this project are of significant importance
for European countries.
For the first time in their history they will get an
access to reliable alternative supplies of gas, first from Azerbaijan
and then possibly from Central Asia and Near East countries. In this
context, we attach great importance to Greece that may become the first
EU country to transit Azerbaijani gas to Europe. If it happens, trade
and investment cooperation between our countries will gain stronger
incentive for development. Implementation of independent and active
foreign policy rests on a solid economic and financial foundation.
Azerbaijan of today is clear economic leader in the region - the volume
of its economy equals almost to 80% of total GDP of the whole Southern
Caucasus.
A stronger economy sets a new content of our foreign
policy. With foreign currency reserves reached 43 billion
dollars, Azerbaijan is now in a position to allocate more
financial resources for supporting development programs for less
developed countries. In particular, our country has allocated about 100
million dollars for different projects in African, Latin American and
Caribbean countries. Unfortunately, the development of Azerbaijan and
the whole region is impeded by Nagorno-Karabakh conflict.
As a result of military aggression of Armenia almost 20%
of Azerbaijani territory are occupied by Armenian armed forces and
approximately every ninth resident of our country is in the position of
displaced person or refugee. Huge damage was caused to economy, ecology
and cultural identify of occupied territories. UN Security Council in
its four resolutions as of 1993 fully supported sovereignty, territorial
integrity and inviolability of internationally recognized borders of
Azerbaijan, emphasized the unacceptability of forcible seizure of land,
called for immediate, complete and unconditional withdrawal of Armenian
occupying forces from all territories of Azerbaijan. Unfortunately,
Armenia ignores all these calls and peace plans of mediators, trying by
all military, diplomatic and propaganda means to consolidate the results
of its aggression. However, there are no alternatives to these basic
principles of the international law, which are the only foundation for
peace and cooperation between Azerbaijan and Armenia, stability and
long-term development of the region.
