Overview of my Presence in Greece

My five-year term as ambassador of the Kingdom of Norway to The Hellenic Republic is soon coming to an end. That is a good opportunity for a few reflections, including on some of the issues in which I have been involved through my work. On top of the memory-list will be this country's incredible beauty. My wife and I have travelled extensively, both to islands and on the mainland. Hiking in the mountains of Epirus or walking the Samaria gorge in Crete have been breathtaking experiences.

To sail into the harbor of the Dodecanese island of Symi, or tour peninsulas like Mani in the south of the Peloponnese or Pilion in Central Greece, have left images that will never be erased from our memories. And everywhere, the friendliness of local people has added to the value of visiting new places. I am confident that with an overall plan for further tourism development, including targeted marketing abroad, the Greek economy can earn a lot more from tourism. To make growth in the tourism sector sustainable, it is essential, however, to respect both short- and long-term environmental needs. Because it is mostly Greece's beautiful natural environment, as well as its favorable climate, that attracts tourists from abroad. A healthy long-term economic development goes hand in hand with a "greening of the economy".

 Prime Minister Papandreou has demonstrated that this is also his view. Hopefully the immediate need for economic growth, new jobs and more revenues will be met in ways that are environmentally sustainable. More development and use of renewable energy resources, like solar and wind power and second generation bio-fuel, must be part of this. Greece's wind and solar potential is almost unlimited! Also, more use of natural gas is environmentally friendly when it replaces much more carbon-intensive energy sources like coal and oil. Norway has long experience from offshore (oil and) gas production. We are the second largest (after Russia) supplier of natural gas to Europe. Greece's possible gas exploration in the Ionian Sea was one of the topics when the two countries' prime ministers met in Oslo in May. We agree with the Greek view that the big influx of migrants to this country is not only a Greek problem, but a challenge that Europe as a whole must take joint responsibility to handle. Although not a member of the EU, Norway is part of Schengen and participates in the Frontex Operation at the Greek-Turkish border.

We will contribute 19 million euro over the next five years as support of the Greek National Action Plan on Migration and Asylum. Our main focus will be assistance to and protection for the most vulnerable ones, unaccompanied minors. However, Greece and other southern European countries are not the only ones that have an increasing number of immigrants within their borders. I think most readers will be surprised to learn that more than every four citizen in Oslo is an immigrant, coming from more than 200 countries. The Moslem population in our capital makes up more than 15 per cent, and its share is increasing. In some areas in Oslo there are more mosques than churches. Integration is a challenge, and we have so far had only mixed successes. Let me add a few more words about the economic crisis. I think the crisis is a useful reminder to us all that over time, no nation can spend beyond what it produces of goods and services. This applies of course to all countries, and not only to those that right now face particular problems. It is important that we all, governments and citizens alike, learn from past mistakes, that we are not overwhelmed by problems, and focus on opportunities for the future.

Change of expectations and behavior is sometimes a necessary part of adaptation to modern, globalized, economic realities. And the single most important recipe for growth is always hard, honest work. I leave my post as ambassador in Athens at the age of 65, and will work a few more years, in the Ministry of Foreign Affairs in Oslo, before retirement. Part of enjoying retirement will for sure be to return and visit this beautiful country, Greece.
